ZILLA PANCHAYAT [Administrative Structure] [Political Structure] [Info under RTI] [Dept List] [Office List] The Zilla Panchayat, Hassan, came into existence on March 1987, for decentralised planning and programme implementations at the grass root level. It was then called as Zilla Parishad, subsequently changed to Zilla Panchayat during 1995. As per the Karnataka Panchayat Raj Act, we have Zilla Panchayats, Taluk Panchayats, Grama Panchayats at district, taluk and village level respectively. Administrative Structure :-The administrative structure comprises Chief Executive Officer at the helm, & Deputy Secretaries of Planning & Development, Administration, Chief Accounts officers and Counsel Secretary respectively. Planning, accounts and development sections are responsible for the planned and efficient implementation of the Zilla Panchayat schemes. Planning Section: It prepares the ZPs Budget for each financial year, which after the approval of the state government becomes the Link-Document, which contains the details of ZP schemes namely head-of-account, description, sector, central or state scheme and the amount to be spent against these schemes. The planning department also prepares the meeting statistics for review the monthly progress made by the implementing officers against monthly targets. It also prepares periodical reports and statements required by the ZP's elected body and the State Government. Accounts Section: It maintains the Budget Amount of Zilla Panchayat. It keeps track of the releases made by the Government towards ZP. It sub allocates the budget and release the amount to the implementing depts. It also keeps track of schemewise expenditure incurred by the implementing officers. It also prepares periodical reports and statements required by the ZP's elected body and the State Government. Development Section: It monitors the progress of the rural development works. It also prepares periodical reports and statements required by the ZP elected body and the state government.
